Coalition Structure

In lieu of the current oversight of the CTC by the CTC Coordinator, oversight would be the focus of an Executive Committee, consisting of representatives of the partners who are among the community providers and key stakeholders who have a vested interest in promoting the healthy development of the city’s youth, families, and neighborhoods. The CTC Executive Committee would be chaired by the CTC Coordinator who would be responsible for facilitating regularly scheduled meetings. The Executive Committee would seek to reflect the cultural diversity of the community. To date, the identified partners from whom the CTC would seek representatives on the Executive Community would include Project COPE, Girls, Inc., the Lynn Board of Health, Gordon College, Social Capital Inc., Representative Walsh’ office, the Lynn Public Schools, and the Lynn Police Department. 
 
Membership on the Executive Committee would require a commitment to participate in regularly scheduled meetings, as well as :
-         share data
-         assist with soliciting funding and/or provide in-kind support with the goal of insuring sustainability of the coalition
-         may serve as a team leader
-         reporting to the general coalition regarding activities and progress with respect to progress in implementing the strategic plan
 
The Executive Committee will be responsible for coalition development, creating, and monitoring the progress of, a long term strategic plan, evaluation the outcomes of coalition activities and strategies, creating and maintaining an annual meeting schedule for the coalition, and monitoring team progress.
 
Some members of the Executive Committee will also serve as Team Leaders. It should be noted that Team Leaders must be members of the CTC Executive Committee, but Executive Committee members are not required to be Team Leaders.
 
To create Teams, the CTC proposes to use the risk factors identified in the original community action plan as an umbrella under which the teams (formerly referred to as subcommittees will operate).   The proposed structure for the CTC teams is as follows:
  1. Community Awareness through Environmental Strategies (formerly known as “Availability of ATOD” would serve as the umbrella for two teams: one charged with implementing environmental strategies for reducing access and Part of the Solution.
  2. Neighborhood and Community Development(formerly known as “Low Neighborhood Attachment and Community Disorganization”) would serve as the umbrella for the team actively working on neighborhood improvement projects
  3. Family Support(formerly known as “Family Management Issues” and “Early Initiation of Problem Behaviors”) would serve as the umbrella for three teams: CASASTART, the Strengthening Families Program, and the overdose workgroup.
  4. A fourth team would be a Media/Marketing group who would be responsible for publicly promoting CTC activities and events and providing outreach to the community through publicity (including, but not limited to, press releases and creating and maintaining a CTC wiki).
